David Libengood II founded Industry Consulting in 2003 as a result of the industry's need for consultation regarding the complex laws and regulations of The Virginia Department of Alcoholic Beverage Control and the Commonwealth of Virginia.

As a Special Agent for the Virginia Department of Alcoholic Beverage Control for eleven years, Mr. Libengood was enlisted by the Department to train new ABC agents as well as perform criminal investigations and underage sting operations. In addition to his duties as a Code Enforcement Officer Mr. Libengood often worked in an undercover capacity on special assignments in conjunction with local law enforcement. Mr. Libengood's extensive experience in analyzing corporate records, partnerships and management agreements provides additional support to individuals looking to obtain a license to serve Alcoholic beverages in The State of Virginia.

Mr. Libengood has a B.S. in Communications, and a M.S. in Criminal Justice. As a Certified TIPS trainer Mr. Libengood trains individuals and companies with a common sense approach to the responsible selling and serving of alcoholic beverages.
